التسجيل
أ- يجب على الكيان المشارك المكلف بالإقرار والمعيّن من قبل الكيانات المشار إليها في المادة (18) من القانون، تقديم طلب تسجيل إلى الجهاز في موعد أقصاه مائة وعشرون يومًا من أول يوم من سنة الانتقال.
ب- استثناءً مما نصت عليه الفقرة (أ) من هذه المادة، عندما يتم استيفاء اختبار مستوى الإيرادات في سنتين ماليتين على الأقل من السنوات المالية الأربعة السابقة مباشرة لتاريخ دخول القانون حيز النفاذ، يجب على الكيان المشارك المكلف بالإقرار تقديم طلب تسجيل إلى الجهاز في موعد أقصاه ثلاثون يومًا من تاريخ نفاذ القانون.
ج- يجب على الكيان المشارك المكلف بالإقرار تقديم طلب التسجيل بالطريقة التي يُحددها الجهاز، وعليه أن يقدم لأغراض التسجيل معلومات تتعلق بجميع ما يلي:
1- الكيان الأم النهائي لمجموعة المشاريع متعددة الجنسيات، بما في ذلك الولاية القضائية التي يقع فيها.
2- هيكل الملكية لمجموعة المشاريع متعددة الجنسيات.
3- السنة المالية للكيان الأم النهائي لمجموعة المشاريع متعددة الجنسيات.
4- الكيانات المشاركة والمشاريع المشتركة والشركات التابعة للمشاريع المشتركة الأعضاء في مجموعة المشاريع متعددة الجنسيات.
5- المعلومات المالية لمجموعة الشركات متعددة الجنسيات بما في ذلك المعلومات التي تُثبت استيفاء اختبار مستوى الايرادات عند الاقتضاء.
6- تصريح موافقة كتابي على النحو المنصوص عليه في المادة (64) من هذه اللائحة.
7- أية معلومات أخرى ذات صلة يطلبها الجهاز.
د- عند تقديم طلب التسجيل، يجب على الكيان المشارك المُكلف بالإقرار أن يقدّم للجهاز المستندات الثبوتية الداعمة لصحة المعلومات الواردة في طلبه.
ه- عند قبول الطلب، يُصدر الجهاز شهادة تسجيل إلى الكيان المشارك المكلف بالإقرار عن مجموعة المشاريع متعددة الجنسيات، ويصبح التسجيل ساريًا من أول يوم من السنة المالية المحددة في شهادة التسجيل، وهو التاريخ الذي كان يجب على الكيان المشارك المكلف بالإقرار التسجيل منه.
و- ما عدا المعلومات المشار إليها في البند (5) من الفقرة (ج) من هذه المادة وأي من المعلومات المحددة من الجهاز، في حال طرأ أي تعديل على المعلومات المقدمة في طلب التسجيل، يتعين على الكيان المشارك المكلف بالإقرار تعديل تلك المعلومات بالطريقة التي يحددها الجهاز وذلك خلال ثلاثين يومًا من تاريخ التغيير. وفي حال قيام الكيان المشارك المكلف بالإقرار بإخطار الجهاز بقيام الكيان الأم النهائي لمجموعة مشاريع متعددة الجنسيات بتعديل السنة المالية وذلك خلال المدة الزمنية المنصوص عليها في الفقرة (أ) من المادة (69) من هذه اللائحة، فلا يتوجب في هذه الحالة إخطار الجهاز بالتعديل طبقا لأحكام هذه الفقرة.
ز- مع عدم الإخلال بالمسؤولية الجنائية والغرامات الإدارية المنصوص عليها في القانون، يكون الكيان المشارك المكلف بالإقرار مسئولًا عن الضريبة المستحقة عن الفترة السابقة لتاريخ تسجيله في حال التأخر عن التسجيل وفقًا لأحكام القانون وهذه اللائحة.

What does the Article mean in plain language?
The general application deadline is 120 days from the first day of the Transition Year, Exception: where the revenue test was met in at least two of the four Fiscal Years immediately preceding commencement, registration was due within 30 days of 1 January 2025 (i.e., by 31 January 2025 (if Friday counts as an official holiday under Art. 85(b), the deadline moves to the next working day)). The Filing Constituent Entity supplies parent, ownership, period, entity, revenue and consent evidence. Registration takes effect for the year specified in the certificate, not merely the application date. Update covered changes within 30 days, respecting exceptions and Article 69. Late registration does not extinguish earlier tax.

How can the rule appear in practice?
For a group first entering scope in a year beginning 1 January, 1 January is not counted under Article 85, so the 120 days end on 1 May (30 April in a leap year). 1 May is Labour Day, an official holiday, so the deadline moves to the next working day under Article 85(b), unless the special commencement rule applies.
