What does the Article mean in plain language?

EUR thresholds do not make the whole computation euro-denominated; test currency, reporting currency and payment currency must be separated and converted correctly. Where not all Bahrain entities present in BHD, a five-year election to compute in BHD or in the ultimate parent's presentation currency is required (Reg. 72(b), (g)); EUR thresholds are converted at the December average rate of the preceding calendar year (Reg. 73), and tax is converted to BHD at the fiscal-year average rate (72(d)).
