What does the Article mean in plain language?
Qualified Refundable Tax Credits and Marketable Transferable Tax Credits are income in the year entitlement first accrues. Establish the legal definition first; the incentive's name or ability to offset tax is insufficient. For asset acquisition or construction credits, the Article permits the accounting policy that reduces asset carrying value or recognises deferred income over its productive life. Reconcile the tax-expense treatment as well to prevent unsupported double recognition.

Usually not. Read it with the connected Law Article, definitions, any effective election and current NBR guidance, especially for an amount or deadline.
Does NBR guidance replace the Regulations?
No. Guidance explains application and supports procedures and examples, but current legislation and decisions prevail in case of inconsistency.
