طلب المراجعة والاعتراض والطعن
أ- يجوز لمن صدر ضده قرار أو إجراء من الجهاز تقديم طلب مراجعة إلى الجهاز خلال ستين يوماً من تاريخ إخطاره بالقرار أو بالإجراء محل طلب المراجعة وذلك بعد سداد الرسم المقرر.
ب- يصدر الجهاز قراره في طلب المراجعة خلال تسعين يوماً، ويجوز مدها لمدة أخرى مماثلة بعد إخطار صاحب الشأن بذلك، ويُخطر صاحب الشأن بالقرار النهائي الصادر بشأن طلبه بالطرق المقررة في اللائحة، ويعتبر انقضاء المدد المشار إليها دون إخطاره بنتيجة طلب المراجعة بمثابة رفضاً ضمنياً له.
ج- يجوز لصاحب الشأن الاعتراض أمام لجنة نظر الاعتراضات الضريبية على قرار الجهاز الصادر في طلب المراجعة خلال ستين يوماً من تاريخ إخطاره بقرار طلب المراجعة أو من تاريخ اعتباره مرفوضاً، كما يجوز لصاحب الشأن الاعتراض أمام اللجنة على القرار أو الإجراء الصادر ضده من الجهاز خلال ستين يوماً من تاريخ فوات ميعاد تقديم طلب المراجعة، وذلك بعد سداد الرسم المقرر.
د- تُصدر اللجنة توصيتها في الاعتراض وترفعها إلى الوزير أو من يفوضه خلال تسعين يوماً من تاريخ تقديمه إليها، على أن يصدر الوزير أو من يفوضه قراره باعتماد التوصية أو تعديلها أو إلغائها خلال ثلاثين يوماً من تاريخ ورودها. ويُخطر صاحب الشأن بالقرار النهائي الصادر بشأن اعتراضه بالطرق المقررة قانوناً، ويعتبر انقضاء المدد المشار إليها دون إخطاره بنتيجة اعتراضه بمثابة رفضاً ضمنياً له.
ه- يجوز لصاحب الشأن الطعن أمام المحكمة المختصة على قرار لجنة نظر الاعتراضات الضريبية خلال ستين يوماً من تاريخ إخطاره بالقرار أو من تاريخ اعتباره مرفوضاً، كما يجوز لصاحب الشأن الطعن أمام المحكمة المختصة على القرار أو الإجراء الصادر ضده من الجهاز أو القرار الصادر في طلب المراجعة خلال ستين يوماً من تاريخ فوات ميعاد الاعتراض.
و- في جميع الأحوال لا يمنع الطعن أمام المحكمة المختصة من تحصيل الضريبة أو الغرامة الإدارية المستحقة محل الطعن ما لم تأمر المحكمة بغير ذلك.
ز- تضع اللائحة القواعد والأحكام اللازمة لتطبيق أحكام هذه المادة.

What does the Article mean in plain language?
The decision, notice date and selected stage must be distinguished. A later route may remain after missing a stage, but deadlines are not optional. The NBR decides a review within 90 days, extendable once by the same period on notice; the committee recommends within 90 days of the objection and the Minister or delegate decides within 30 days of receipt (Article 31(b), (d); Decision No. 4 of 2025, Article 5); silence on expiry is deemed rejection. A court appeal does not prevent collection unless the court orders otherwise (31(f)).

How can the rule appear in practice?
Notice on 1 March 2026: the review request is due by 30 April 2026. If no review is filed, a direct objection to the committee may be made within 60 days after the review deadline lapses, i.e. by 29 June 2026. If no objection is filed, a direct court appeal may be made within 60 days after the objection deadline lapses, i.e. by 28 August 2026. (Days counted from the day after notice; confirm the counting rules.) Informal correspondence does not extend any deadline.

Is the Article enough on its own?
Usually not. The Decree-Law states the rule, the Regulations detail the computation or procedure and guidance explains application. Use all three for an obligation, amount or deadline.
