What does the Article mean in plain language?
For euro-denominated statutory amounts, convert other-currency figures using the December average of the calendar year preceding the relevant Fiscal Year, based on daily rates from the Article 72 source. Do not automatically use year-end, filing-day or Fiscal-Year averages. Record the applicable December, conversion direction and before/after figures, especially near a threshold.
