What does the Article mean in plain language?
Complete Law Article 15's initial-international-activity test by identifying jurisdictions and eligible assets. Exclude stateless entities from the jurisdiction count and remove cash, financial and intangible assets and specified special-entity assets. Allocate PE assets to the PE jurisdiction once.
